As indicated in “The United Nations’ Agenda 21: What’s It All About?,” UN Agenda 21 has four components: ICLEI (International Council for Local Environmental Initiatives), the Wildlands Project, Smart Growth, and Unelected Governmental Bureaucracy, each to be covered in future articles. Its aim is control of population and lifestyle patterns world-wide, and consequently, conflicts directly with our Judeo-Christian heritage and the founding principles of our American Constitution.

To review, the United Nations created “sustainable development” based on fictional anthropogenic (man-made) global warming and a globalist plan called UN Agenda 21.  This agenda is the new Marxism (see below), promoting forced wealth re-distribution from hard working countries like the U.S. to countries gladly giving up national sovereignty for handouts. The constant erosion of private property rights is one tactic of re-distribution, using eminent domain for “smart growth” and blighting of areas for “controllable” replacements, thus upsetting tax structures and decision-making.

Congress and states were bypassed in 1993 when President Clinton created the President’s Council on Sustainable Development by executive order to implement UN Agenda 21, generating more bureaucracy through agencies such as the EPA.  In addition to onerous regulations, federal grants and “stimulus funds” flow to local governments for implementing the UN’s Marxist agenda disguised as a “green” Trojan horse.

In computing, a Trojan horse is a program containing malicious or harmful code inside apparently harmless programming or data in such a way that it can get control and do its chosen form of damage.(8) This is exactly what ICLEI programming seeks.  All of this is based on the fallacy of an anthropogenic global warming “crisis” requiring immediate action directed by all-knowing environmentalists without the normal debate and reflection of a Republic.

Given that Congress and states are not supportive of Agenda 21, how does the UN implement “sustainability”  into our counties and cities? “The realities of life on our planet dictate that continued economic development as we know it cannot be sustained…Sustainable development, therefore, is a program of action for local and global economic reform…”(4)  The ‘International Council for Local Environmental Initiatives’ or ICLEI in Bonn, Germany was created to “help” cities create long-term plans designed to make every city alike whether in Vermont or California or Belgium.  This ‘cookie cutter’ approach seeks to move suburban and rural families to urban centers to save on gas and road building.  Bike lanes are required to limit car usage, even in climates such as Minneapolis, Pierre, and Bangor.  While God expects us to be good stewards of the earth, He does not base stewardship on lies.

At the founding of our country, John Adams said: “The moment the idea is admitted into society that property is not as sacred as the law of God, and that there is not a force of law and public justice to protect it, anarchy and tyranny commence.”(6)

A few years later Karl Marx said in the Manifesto of the Communist Party (1848), Part II, Proletarians and Communists: “In this sense, the theory of the Communists may be summed up in the single sentence: Abolition of private property.”(5)

ICLEI insinuates Marxist ideals into otherwise robust cities—now referred to as human settlements—by new zoning laws, taxes, and styles of living such as high density housing combining retail space with housing units.  Private homes will be things of the past.  The strong opposition from Tea Party and conservative groups is based on the fact that the U.S. Constitution allows treaties with foreign entities to be negotiated only by the President with the agreement of the Senate.  ICLEI is a UN organization housed in Germany and therefore should not be operating in the United States without a treaty.

The United Nations is planning to re-energize its efforts to gain global control of successful countries like the United States by re-visiting the 1992 Rio de Janeiro meeting that codified UN Agenda 21.  Titled “Working Towards a Balanced and Inclusive Green Economy, A United Nations System-Wide Perspective,” the report is intended as preparation for Rio + 20; one theme is “the green economy in the context of sustainable development and poverty eradication.”  In an April 20, 2012 Fox News article, George Russell says:

It also lays out new roles for private enterprise, national governments, and a bevy of socialist-style worker, trade and citizens’ organizations in creating a sweeping international social reorganization, all closely monitored by regulators and governments to maintain environmental “sustainability” and “human equity.

Transforming the global economy will require action locally (e.g., through land use planning), at the national level (e.g., through energy-use regulations) and at the international level (e.g., through technology diffusion).(3)

How is all this to be accomplished?  The implementation vehicle of these re-distribution schemes is ICLEI.  It is hard to talk about ICLEI alone because smart growth and smart meters, The Wildlands Project, and bureaucratic overreach are all part of the scheme.  However, it is important to see ICLEI as the “spear” reaching into your town, schools, homes and even your churches.  ICLEI and committees, commissions and regulations that it inspires allow local governmental functionaries to apply for “stimulus” funds and grants with strings attached and to invite federal agencies to “evaluate” local policies, laws and other plans.  The Environmental Protection Agency, an ICLEI partner, will impose Agenda 21 policies on its American subjects.

ICLEI is a “voluntary” dues organization providing cities and other governmental units with software to guide planning efforts.  Software materials have “social justice”, “the common good” and /or “social equity” as well as “carbon footprint” prevalent throughout.  At the United Nations Conference on Human Settlements (formerly cities and towns), the globalist view of ‘Social Justice’ was defined:  “Land…cannot be treated as an ordinary asset, controlled by individuals. Private land ownership is also a principal instrument of accumulation and concentration of wealth and therefore contributes to SOCIAL INJUSTICE.  Public control of land use is therefore indispensable.”(7) When you modify “justice” with words such as “social” or “economic,” it means re-distribution of property belonging to individual citizens.  The point of that UN spear is coming into your life.  For more, see www.FreedomAdvocates.org or www.DemocratsAgainstUNAgenda21.com.

What can you do to protect your community?  According to the American Policy Center:  “Unofficial reports indicate that at least 54 communities have withdrawn from ICLEI in 2011 ... In addition, while ICLEI set a goal of 1000 American cities as members by 2015, indications are that only 17 new cities joined ICLEI this past year. That would be a net reduction of 37!”(1) This has happened because average citizens are now questioning what once was sub rosa and bringing it to the light of day.  Also, “on Friday, January 13, 2012, Helen Van Etten, Republican National Committeewoman from Kansas, sponsored a resolution entitled ―Resolution Exposing United Nations Agenda 21.‖ … This resolution may now be used by all opponents of Agenda 21 to help convince lawmakers that this is a threat serious enough that one of the two major political parties now understands and opposes it.”(2)

“We have escaped like a bird out of the fowler’s snare; the snare has been broken, and we have escaped.”  Psalm 124:7 (NIV) The snare has been broken because the evil of Agenda 21 has been exposed; however, to escape it fully, we must get all cities and counties in America out of ICLEI!

John Adams or Karl Marx?  God or man?  Freedom or tyranny?  You decide.  Each of us must pay attention to elected leaders and bureaucrats, and we must vote to return to the Judeo-Christian America we knew only a few years ago.

ACTION STEPS:
1. Call your local mayor’s or county office and find out if your town or county is a member of ICLEI.
2. Review www.DemocratsAgainstUNAgenda21.com or www.FreedomAdvocates.com for suggested steps to fight ICLEI’s insidious influences.
3. See ICLEI.org for the elites’ plans for you and your community.  Note some of the “partners” of ICLEI such as the US EPA.
4. Gather together with like-minded persons in your community—Bible study groups, Tea Party activists, local business coalitions, citizens action groups, etc.—and support one another in attending public government meetings, sit down with elected officials and leaders of non-governmental environmental groups, and write letters-to-the-editor or call radio shows.  God demands that we ACT as stewards and PRAY for decision makers.
